Biography
Sanford (Sandy) C. Loy leads Construction Strategies and Construction Plus Inc. (CPI), both based in Knoxville, TN. He holds a Bachelor of Architecture with Honors (1976) and a Master of Science in Civil Engineering (1982), both from the University of Tennessee, Knoxville, and is a Certified Construction Manager (CCM #1432) and unlimited Tennessee General Contractor (#27768, reciprocated in most states). His career, spanning roughly 50 years since 1976, has included: Director of Engineering Services at the Tennessee Valley Authority (1976–1984); Regional Engineer at the American Institute of Steel Construction (1984–1985); Project Manager at Christman Construction in Memphis (1985–1986); Director of New Construction and Development at Belz Enterprises, described as Tennessee's largest development company, in Memphis (1986–1988); founder/president of Construction Plus Inc. since 1988; and founder/president of Construction Strategies since 2009. His litigation practice covers construction disputes, contract conflicts, code-violation claims, performance-bond claims, and construction-defect cases, for both plaintiffs and defendants, with stated special expertise in concrete design and design-build delivery.
